| Abstract: Pursuant to section 505(b)(2) of the Clean Air Act, the Louisiana Environmental Action Network submitted a petition to the EPA Administrator, on December 30, 1998, seeking EPA's objection to a title V operating permit issued by the Louisiana Department of Environmental Quality. This permit had been issued for Exxon's proposed polypropylene unit at its polyolefins plant in Baton Rouge, Louisiana. The petitioners alleged that issuance of the permit was improper because of its impact on the Baton Rouge ozone nonattainment area. The Administrator's Order denies this claim. Petitioners also alleged discrimination under Title VI of the Civil Rights Act. The Administrator's Order does not dispense with the Title VI complaint. EPA's Office of Civil Rights is reviewing the Title VI complaint in order to determine whether to accept it for investigation. |
