Abstract:
This is a 10/15/93 memo from D. Kent Berry of EPA's Office of Air Quality Planning and Standards providing guidance for establishing optional Federally-Enforceable emission limits based on volatile organic compound (VOC) use. This guidance provides information on a mechanism for limiting potential to emit (PTE) for categories of small sources that have actual emissions below the major source threshold, but may have PTE greater than the threshold.
Attachment 1 to this memo provides criteria for a draft model rule for VOCs and hazardous air pollutant (HAP) sources.
