Abstract: EPA is seeking comments on a variety of options for establishing an allowance allocation system to control the U.S. consumption of class II controlled substances, the hydrochlorofluorocarbons (HCFCs), in accordance with U.S. obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer (Protocol).
