| Abstract: This document was prepared in early 1995 and is contained in a zipped file dated 2-9-95. The purpose of this document is to provide technical guidance to the EPA Regional Offices regarding capture efficiency (CE) testing. The document may also prove useful to State and local agency personnel and owners and operators of stationary sources required to determine CE. This guidance replaced CE guidance issued by EPA in 1990 and reflects the results of a 12 month study of alternatives with potential for reducing CE testing costs. It presents technical guidance on recommended procedures and on alternative procedures that may reduce costs. Revisions to current State Implementation Plans are required to use the the alternative CE test methods described in this guidance. The document is organized by first presenting a summary of recommended protocols and test methods, then presenting two sets of criteria by which alternatives can be approved, and then presenting a technical description for aggregate sampling using the building as a temporary total enclosure (TTE) and for testing multiple lines which share a common control device. During 1997, final rules reflecting the met hods described in this guidance were issued as additions to 40 CFR Part 51. They are contained in Appendix M as Methods 204 through 204F. This document also includes a memorandum from John Seitz, the Director of EPA's Office of Air Quality Planning & Standards dated 2-7-95 which transmitted the guidance to EPA's Regional Offices.
