Abstract: ENVIRONMENTAL PROTECTION AGENCY 40 CFR PART 59 [AD-FRL ] National Volatile Organic Compound Emission Standards for Automobile Refinish Coatings AGENCY: Environmental Protection Agency (EPA). ACTION: Supplemental proposed rule. SUMMARY: On April 30, 1996, the EPA proposed volatile organic compound (VOC) emission standards for automobile refinish coatings. In today's notice, the EPA is proposing several changes to the rule regarding applicability, test methods, and multi-colored topcoats.
