Colorado to issue $800,000 in Stimulus Funds for Brownfields Cleanup Projects
Moving quickly with its Stimulus Brownfields Revolving Loan Funds (RLF), the Colorado Department of Public Health and the Environment (CDPHE) will issue 4 sub-grants totalling $800,000 to Colorado communities for cleanup projects. The projects include cleanup at the former Martha/Rose Walsh Smelter in Silverton; the former General Chemical site in the City and County of Denver; the Discovery Museum site in Fort Collins and at the Pueblo Ice House in Pueblo. Each project will receive $200,000 for cleanup activities.

Energy Efficient Home Design on Former Brownfields in Silverton, CO
The Anvil Mountain Neighborhood in Silverton, CO, will offer homes that are not only affordable to purchase, but also affordable to heat. San Juan County, the property developer, was selected by EPA's "Brownfields Sustainability Pilot" program to receive an energy analysis on the home designs, and the final report can be found here (PDF). The report provides an in-depth review of optimal building materials, home design, solar orientation and other strategies to improve energy efficiency. The neighborhood will be built on the former Martha/Rose Walsh smelter site, which is being cleanup with assistance from the EPA Brownfields program and other resources.

Fiscal Year 2010 Brownfields Job Training Grants - Request for Applications issued
This notice announces the availability of funds and solicits applications from eligible entities and non-profit organizations to provide environmental job training projects focused on Brownfields assessment, cleanup, and redevelopment activities. The objective of the Brownfields Job Training Grant Program is to recruit, train, and place unemployed and under-employed individuals from Brownfields-impacted communities in full-time sustainable environmental employment. The City of Missoula, Aurora, and the Colorado Department of Public Health and the Environment Selected to Receive Brownfields Revolving Loan Fund (RLF) Supplemental Funds
The U.S. Environmental Protection Agency has selected the City of Missoula, Montana, the Colorado Department of Public Health and Environment, and the City of Aurora, Colorado, to receive $3.7 million in Recovery Act funding. The money will be used to provide loans and subgrants to help carry out cleanup activities, and will create jobs for people living near contaminated sites known as “brownfields.” The City of Missoula will receive $900,000, the Colorado Department of Public Health and Environment will receive $1.35 million and the City of Aurora will receive $1.45 million. These grants, funded through the American Recovery and Reinvestment Act of 2009, will help turn rundown eyesores into revitalized, productive properties. -

An Estimated $40 Million in Recovery Act Funds to Supplement Eligible Brownfields Revolving Loan Fund Grants
EPA is announcing the availability of an estimated $40 million in Recovery Act funds to supplement eligible brownfields revolving loan fund (RLF) grants. Grants eligible to request Recovery Act supplemental funds are brownfields RLF grants that have been previously awarded competitively under Section 104(k)(3) of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) or that have transitioned to Section 104(k)(3) of CERCLA, and subject to other identified criteria. Requests for funding must be postmarked and received by email by May 1, 2009. Specific information on eligible entities and submitting a request for Recovery Act supplemental RLF funding is available in the Federal Register Notice, Process and Consideration Guidelines , or can be obtained by contacting the EPA Brownfields Contact for your region. Job Training Grants: EPA Announces the Availability of an Estimated $5 Million Under the Recovery Act
On March 19, 2009, EPA issued a request for applications (RFA) from eligible governmental entities and nonprofit organizations to provide environmental job training projects that will facilitate job creation in the assessment, remediation, or preparation of brownfields sites for sustainable reuse. The closing date for receipt of applications is April 20, 2009. EPA Brownfields Program to Receive $100 million under the American Recovery and Reinvestment Act of 2009
The American Recovery and Reinvestment Act of 2009 includes a provision granting $100 million to the EPA Brownfields Program for clean up, revitalization, and sustainable reuse of contaminated properties. The funds will be awarded to eligible entities through job training, assessment, revolving loan fund, and cleanup grants. Direct Final Rule on All Appropriate Inquiries
EPA published a direct final rule recognizing ASTM International's E2247-08 "Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process for Forestland and Rural Property" as compliant with the All Appropriate Inquiries Regulation and allowing for its use to satisfy the statutory requirements for conducting all appropriate inquiries under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Fiscal Year 2009 Brownfields Job Training Grants Announced
Thirteen communities in 12 states will share $2.6 million in job training grants geared toward cleaning up contaminated properties and turning them into productive community assets. The U.S. Environmental Protection Agency, under its Brownfields Program is awarding grants of $200,000 each to non-profit organizations, workforce investment boards, and state and local governments. The grants will teach environmental assessment and cleanup job skills to individuals living in areas near brownfields sites in Ark., Calif., Conn., Ill., Ind., Md., Mass., Mich., N.J., Oreg., Tenn., and Wis.

FY09 Proposal Guidelines for Brownfields Assessment, Revolving Loan Fund, and Cleanup Grants
These grants may be used to address sites contaminated by petroleum and hazardous substances, pollutants, or contaminants (including hazardous substances co-mingled with petroleum). Opportunities for funding are as follows: Brownfields Assessment Grants (each funded up to $200,000 over three years), Brownfields Revolving Loan Fund (RLF) Grants (each funded up to $1,000,000 over five years) and Brownfields Cleanup Grants (each funded up to $200,000 over three years). Colorado Brownfields Conference 2008
Explore integrating site redevelopment approaches into practical, profitable, and sustainable land use solutions. The annual one and a half day conference provides a forum to share information and form partnerships. It attracts over 240 attendees representing private and public industries and the government from across Colorado and the surrounding states. Brownfields Tax Incentive
On October 3,2008, H.R. 1424 was signed into law by the President. Section 318 of the bill provides for expensing of environmental remediation costs, extending the current brownfields tax incentive till December 31, 2009 and is effective for expenditures paid or incurred after December 31,2007. The tax incentive allows taxpayers to receive a current federal income tax deduction for certain qualifying remediation costs that would otherwise be subject to capitalization. The extension is a timely benefit for companies seeking to aquire or despose of environmentally impaired properties.

The City of Aurora, Colorado secures $350,000 and the City of Missoula, Montana secures $400,000 in grant funds to advance efforts to cleanup and revitalize contaminated properties.
The supplemental EPA Brownfields grant will capitalize the City's Brownfields Revolving Loan Fund, a resource that provides low-interest loans and subgrants for environmental cleanup activities and encourages public and private redevelopment projects. -

January 31, 2007 - Brownfields Tax Incentive Extended and Expanded
On December 20, 2006, the Tax Relief and Health Care Act of 2006 that included an extension and expansion of the Brownfields Tax Incentive was signed into law. The incentive was renewed, effective after December 31, 2005, and extended until December 31, 2007. The Brownfields Tax Incentive allows environmental cleanup costs to be deducted in the year incurred, rather than capitalized over time.EPA is updating its guidelines and other Brownfields Tax Incentive information resources to reflect the extension. - November 6, 2006 - The Mine-Scarred Lands Initiative (MSL) Tool Kit is available online. This resource shares lessons learned by the Brownfields Federal Partnership Mine-Scarred Lands (MSL) Initiative through six demonstration projects conducted across the country on both hard rock and coal sites. It features the experiences of the six projects and links to other mine cleanup and reuse resources.

- July 17, 2006 - EPA has just announced the availability of funds and solicits proposals from eligible entities to provide environmental job training projects that will facilitate assessment, remediation, or preparation of Brownfields sites. Eligible entities must propose to serve a community that currently receives, or has received, financial assistance from EPA for Brownfields assessment, revolving loan fund or cleanup competitive grants. States and certain eligible Indian Tribes currently receiving CERCLA Section 128 funding may propose to serve any community within their jurisdiction where the State or Indian Tribe is conducting site-specific Brownfields work (e.g., assessment or clean up activities) with State, Indian Tribal or Federal CERCLA Section 128 funds.
