Naco Water Project Environmental Assesment
FINDING OF NO SIGNIFICANT IMPACT
WATER SUPPLY, WASTEWATER COLLECTION AND TREATMENT PROJECT
NACO, SONORA, MEXICO
I have reviewed the attached Environmental Assessment (EA) that has been prepared for the Water Supply, Wastewater Collection and Treatment Project for the City of Naco, Sonora, Mexico. The proposed project consists of an upgrade of the existing water supply system, construction of an interceptor sewer line to cross the city and connect the west side of town to the east, an upgrade of the "Eastside" module, and elimination of the "Westside" module. All wastewater would gravity feed to the Eastside pond module. The Eastside module will be enlarged by replacing five small lagoons (total surface area of 4.62 acres [1.87 ha]) with two large lagoons (total surface area of 14.9 acres [6.05 ha]). This action requires developing 18.35 acres (7.43 ha) of City-owned vacant land. The Westside pond module would be eliminated, as would the associated pump station. Two new pump stations would be constructed, one to connect the existing Eastside treatment ponds with the new ones, and the other to pump treated wastewater to an existing 162 acre (65.56 hectares) irrigation area (currently using groundwater).
Transboundary impacts in the U.S. with regards to air quality, soils, water quality, odor and human health, biological resources, cultural resources, and socioeconomic resources have been considered in the attached EA and determined not to be significant.
I have considered the information in the EA as well as public comments on the EA and have determined that the proposed action will not have significant impacts on the environment of the United States and that the preparation of an Environmental Impact Statement (EIS) is, therefore, not required. Public comments and EPA's responses to these comments are provided in Appendix B of the Final EA dated September 18, 1997. The Border Environment Cooperation Commission (BECC) prepared an EA for consideration of impacts in Mexico and certified this project on April 30, 1996.
