Supplement to the Final Supplemental Environmental Impact Statement -- Interim Operations

The international plant is being constructed in phases in order to provide wastewater treatment as quickly as possible. The first phase, which provides advanced primary treatment, was completed in 1997. This EIS examines the effects of primary treatment effluent on the environment. The second phase of construction will commence in the fall of 1999.
