Patagonia, AZ: Wastewater Treatment and Collection Improvements
EPA is considering the award of a Border Environment Infrastructure Fund (BEIF) grant to the Town of Patagonia, in Santa Cruz County, Arizona, to participate in the proposed wastewater collection and treatment systems upgrade.
The treatment plant improvements would include:
1) installation of a new conventional extended air treatment system that would improve treatment reliability, simplify operation, allow for nutrient removal, and accommodate current and anticipated flows, and
2) importation of sufficient fill to raise the base elevation of the facility three feet above the 100 year flood plain, minimizing the potential for flood damage to the facility and the possibility of untreated or partially treated sewage entering Sonoita Creek during floods.
The collection system improvements consist of rehabilitation and/or replacement of deteriorated sections of the wastewater collection system (approximately 5,500 linear feet [lf] out of 21,000 lf of existing collection lines) using either open trench replacement or in situ repair.
EPA's involvement in the Patagonia, Arizona project is part of a national
commitment to improve environmental conditions along the U.S.-Mexico border.
EPA participates in the development and implementation of water supply
and wastewater infrastructure projects in coordination with the Border
Environment Cooperation Commission
(BECC)
and the North American Development Bank
(NADBank). BECC is responsible for certifying projects so that they comply
with sound technical, environmental, financial, and public participation
principles. NADBank administers the BEIF grants for projects that have
been certified by BECC and approved by EPA.
In compliance with the National Environmental Policy Act (NEPA), EPA has prepared an Environmental Assessment (EA) and a supplement to that EA that analyze the potential environmental impacts of the proposed project. Based on a review of the EA and supplemental EA, EPA determined that the project will not have significant environmental impacts and has issued a Finding of No Significant Impact (FONSI).
