2008 C2P2 Awards Program
Alexandria, VA, July 2, 2008Susan Bodine, Assistant Administrator of the USEPA’s Office of Solid Waste and Emergency Response, presented the 2008 C2P2 Awards during a ceremony on July 2, 2008. The ceremony for award winners and invited guests was be followed by a reception. The ceremony is part of the American Coal Ash Association (ACAA) 40th Anniversary Meeting.
EPA works with ACAA and other C2P2 sponsors to recognize C2P2 partners for outstanding achievements in the beneficial use of coal combustion products (CCPs) in the categories of Innovation, Enhanced CCP Utilization, Communication/Outreach, Partnership, Environmental Achievement, Research, Overall Achievement, and Lifetime Achievement.

2006 C2P2 Award Winners
C2P2 periodically recognizes its partners for outstanding achievements in increasing the amount of CCPs beneficially used. Previously, awards were presented during a ceremony at the National Recycling Coalition's Annual Congress in Atlanta, Georgia October 23-24, 2006.
Overall Achievement
Great River Energy
Great River Energy, an industry-leading electric utility company, partnered
with more than 10 public and private organizations to develop a variety
of markets for its CCPs. Their partnership with Headwaters, Inc. alone
increased Great River' s fly ash sales from Coal Creek Station to 417,000
tons in 2005.
Communication and Outreach
First Place: Los Angeles Community
College District
The District's exceptional nine-campus renovation is one of the world's
largest Green Building projects and serves as a model for architects and
students. Construction practices included high percentages of fly ash in
concrete. What's more, the District has a “zero landfill policy”
that mandates all construction and demolition debris be recycled or reused.
Special Recognition: Stockton
Cogeneration
Stockton worked closely with the community to identify new potential uses
for fly ash and bottom ash. Their efforts led to a partnership with Dutra
Farms that identified cost effective CCP uses for dairy cattle management
operations. In addition, Stockton routinely conducts community outreach
about beneficial CCP uses at the annual county agricultural exposition.
Environmental Achievement
First Place: Wal-Mart Stores, Inc.Wal-Mart is demonstrating national leadership in environmentally-friendly design and construction practices, including the use of fly ash concrete. Over the past 10 years, Wal-Mart has used more than 350,000 tons of fly ash in its projects and plans to increase this effort in the future.
Special Recognition: Constellation
Energy
Constellation's innovative strategies and techniques greatly improved
CCP management throughout the company by using a diverse mix of traditional
and emerging alternatives. Implementing these strategies has increased
ash utilization from less than 10 percent to more than 50 percent over
the last 10 years.
Innovation
First Place: California
Department of Transportation (Caltrans)
Caltrans, a state leader in the use of fly ash in paving projects, specified
high volume fly ash mixes for the largest bridge project in its history
– the San Francisco-Oakland Bay Bridge. Using innovative specifications
and blending techniques, Caltrans was able to improve its workability, hardening,
and permeability properties of the concrete.
Special Recognition: University
of Kentucky, Center for Applied Energy Research
The University of Kentucky created FastFloat™, a processing technology
that produces high-quality, ultra-fine ash suitable for use in high-performance
concrete allowing otherwise unsuitable fly ash to be used in high value
applications.
Enhanced Utilization
First Place: Santee Cooper
Santee Cooper, South Carolina's state-owned electric and water utility,
increased its total ash utilization by more than 90,000 tons from 2004
to 2005. They provided 30,000 tons of fly ash for the $531 million Arthur
Ravenel Jr. Bridge project in Charleston in 2005.
Partnership
First Place: EMC Cement BV
and Texas EMC Products
EMC Cement BV and Texas EMC Products created an innovative material, known
as CemPozz™, used to replace up to 60 percent of Portland Cement
in concrete and has gained wide acceptance in many projects in Texas in
particular.
Research
First Place: University
of Wisconsin-Milwaukee, Center for By-Products Utilization
The University has an international reputation for innovative research
supporting coal ash utilization and in 2005 and 2006 it conducted five
diverse research projects denoting the benefits of CCPs in concrete mixtures.
Special Recognition: Puerto
Rico Construction Cluster and the University of Puerto Rico at Mayagüez
AES with the University conducted a unique literature review resulting
in a list of potential CCP applications that could be used by the island's
only fluidized bed combustion generating facility.
Individual Awards
Individual Achievement: Thomas
Jansen, Supervising Engineer of WE Energies' CCP Group
Mr. Jansen is being recognized for his longstanding dedication to the
use of CCPs, his leadership in support of beneficial use activities throughout
the United States, and his work in developing the concept for the Green
Highways Initiative.
Lifetime Achievement: Dr.
V. Mohan Malhotra
Dr. Malhotra has worked in all aspects of concrete technology, including
nondestructive testing, for the past 35 years. His contribution on the
sustainable nature of concrete and how the use of CCPs in concrete contributes
to environmental stewardship has marked him as an international expert
in the field.
Lifetime Achievement: Dr.
P. Kumar Mehta
Dr. Mehta has for decades been one of the world's leading researchers
of the use of fly ash in structural concrete. His cement and concrete
technology research and academic leadership has paved the way for significant
advances in the use of coal combustion products.
