Acting Assistant Administrator Testifies Before House on "Waters of the US"

Benjamin Grumbles, Acting Assistant Administrator for Water, testified before the House Water Resources and Environment Subcommittee today. The hearing explored conclusions of a recent General Accounting Office (GAO) report on implementation of the Clean Water Act section 404 program in light of the Supreme Court's 2001 decision in the case of Solid Waste Agency of Northern Cook County v. U.S. Army Corps of Engineers (SWANCC), as well as what EPA and the Corps of Engineers are doing cooperatively to enhance section 404 program implementation. The panelist included J.P. Woodley (Assistant Secretary of the Army for Civil Works), Representative Doug Ose (who requested the GAO report), and representatives from the regulated community and Non Governmental Organizations. The GAO report, entitled "Corps of Engineers Needs to Evaluate Its District Office Practices in Determining Jurisdiction," was completed in 2004. New Getting In Step Guides Available

EPA has released a set of new resource guides designed to assist local governments, watershed groups, watershed management agencies, and others in planning and conducting effective watershed outreach to improve water quality. A book, (Publication #EPA841-B-03-002), pulls together principles, techniques, and information for effective watershed outreach into a single, user-friendly source. A 35-minute video, (Publication #EPA841-V-03-001), reinforces the six-step process outlined in the book, and showcases four successful outreach programs from around the United States.
