The two main goals of the AWPPGs include supporting a watershed approach to better address water quality problems in the U.S. and building the capacity of all levels of government to develop and implement effective, comprehensive programs for watershed protection, restoration, and management. These goals are tied into EPAs Strategic Plan, which includes restoring and maintaining oceans, watersheds, and their aquatic ecosystems to protect human health, support economic and recreational activities, and provide healthy habitat for fish, plants, and wildlife. National Symposium on Mitigation and the Watershed ApproachEPA and the other federal agencies working on the National Mitigation Action Plan participated with the Environmental Law Institute (ELI) in a symposium they hosted on compensatory mitigation and the watershed approach in Washington, DC on May 19-21, 2004. With approximately 40 participants from academia and federal, regional, state, and local governments and organizations, the watershed symposium yielded input on watershed-based planning tools/resources that could be utilized for the purposes of making compensatory mitigation decisions under §404 of the Clean Water Act. The presentations given, the discussions that took place, and the insight provided will be valuable to the agencies as they pursue one of the 2005 action items from the Plan-- guidance to address compensatory mitigation in a watershed context. Recordings of the proceedings and a symposium report will be made available to the public via the Mitigation Action Plan website www.MitigationActionPlan.gov Fourth National Monitoring ConferenceOver 425 people attended the Fourth National Monitoring Conference on May 17-20, 2004 in Chattanooga, TN. The conference, sponsored by the National Water Quality Monitoring Council, provided an outstanding opportunity for representatives from state, federal and local agencies; other nations; volunteer monitoring organizations; and academia to participate in technical programs and training, share successes, discuss common issues, and network with colleagues in the water monitoring community. Conference themes included promoting collaborative monitoring efforts; exploring new and emerging methods and technologies; addressing changing expectations of monitoring; ensuring data and information comparability; and sharing results and successes. Conference abstracts, posters, and powerpoint presentations, along with summaries of discussions and recommendations from the conference, will be posted within the next few weeks at http://www.nwqmc.org.
