NACo Formally Endorses EPA Trading PolicyThe National Association of Counties (NACo) passed a resolution last week in support of EPA's 2003 Water Quality Trading Policy. The resolution reads: In support of EPA's water quality trading policy. NACo calls upon the President and federal agencies, as well as state regulatory authorities, to adopt water quality trading policies consistent with the policy proposed by the EPA. NACo suggests any regulations or policies adopted to control and reduce watershed nonpoint pollution should be flexible and voluntary, and not necessarily require costly controls when less costly controls may be appropriate and effective. For more information on the Trading Policy visit http://www.epa.gov/OWOW/watershed/trading.htm or for more information about NACo visit their website at www.naco.org Potomac River Snakehead Roundup HeldOn Friday, July 30th, the Marina Operators Association of America and the National Marine Manufacturers Association, in partnership with state and federal agencies, held a fishing tournament to "roundup" the snakehead on the Potomac River. The event focused attention on this voracious air-breathing exotic species that has entered our local waterways. This fish poses a significant threat to the small and large mouth bass and other native fish populations that inhabit the Chesapeake Bay watershed. The Roundup included Ben Grumbles, Acting Assistant Administrator for Water, Environmental Protection Agency; Timothy R.E. Keeney, Deputy Assistant Secretary for Oceans and Atmosphere, National Oceanic and Atmospheric Administration; and Dr. James Tate, Science Advisor to the Secretary, US Department of the Interior. Grumbles said EPA's national review of lead in drinking water is finding "the drinking -water rule has been successful but we also want to look at some areas for possible improvement." http://www.washingtonpost.com/wp-dyn/articles/A7088-2004Jul22.html?referrer=emailarticle U.S. Commission on Ocean Policy Moves to Finalize ReportThe U.S. Commission on Ocean Policy held a public meeting on July 22, 2004 in Washington, D.C. to consider changes to its Preliminary Report (released April 20, 2004) and approve a draft Final Report. The Commission proposed changes in response to comments received from the nation’s governors and other stakeholders. Proposed changes include: greater recognition of state responsibilities, added specificity on implementation costs, and clarification on regional ocean councils, the ocean policy trust fund, and other areas. Changes were accepted with unanimous approval from Commission members. Within approximately three weeks the Commission’s Final Report will be submitted to the President and Congress, in fulfillment of the Commission’s obligations under the Oceans Act of 2000.
