WaterNews for January 6, 2005Benjamin Grumbles WaterNews is a weekly on-line publication that announces publications, policies, and activities of the U.S. Environmental Protection Agency's Office of Water. In This Week’s WaterNews:
1) EPA and States Agree to Chesapeake Bay Nutrient Reduction PlanThe U.S. Environmental Protection Agency has reached agreement with six states and the District of Columbia on a permitting approach that will set permit limits on nutrients being discharged from more than 350 municipal and industrial wastewater treatment facilities throughout the 64,000-square-mile Chesapeake Bay watershed. These permit limits would result in the reduction of about 17.5 million pounds of nitrogen and about one million pounds of phosphorus entering the Chesapeake Bay each year, which will directly help improve water quality. &quo; This regional collaboration sets a good model for other areas of the country that may have nutrient impaired waters," said Benjamin H. Grumbles, Assistant Administrator for Water. "I commend EPA Region 3 and its partners for the solid progress this agreement represents." The Office of Water is also inviting nominations for appointment to the related Federal Advisory Committee. The committee will provide advice on a common set of terms and concepts, one or more specific approaches and/or procedures for detection and quantitation for use in Clean Water Act programs, and interpretation and uses of the numbers that result from the testing procedures. For more information on the meeting, contact Marion Kelly at 202-566-1053 or send an e-mail to Kelly.Marion@epa.gov. You can learn more about Detection and Quantitation by visiting EPA’s web site at www.epa.gov/waterscience/methods/det/. 3) Aquatox Workshop Announced for March 2005EPA is sponsoring an AQUATOX workshop, March 8-10, 2005, at the EPA Region 5 office in Chicago, Ill. The course will provide a detailed overview of the model and allow ample time to work with it in a lab setting. AQUATOX is a PC-based simulation model for aquatic ecosystems that covers eutrophication, chemical fate, bioaccumulation, and ecotoxicology. It predicts the fate of various pollutants and their effects on the ecosystem. There is no charge for the workshop but prior registration is required and attendance is limited. For more information, visit the AQUATOX training page at www.epa.gov/waterscience/models/aquatox/Atraining.html . 4) EPA Issues FY 2005 Section 319 Tribal GuidelinesEPA's Guidelines on Awarding Section 319 Grants to Indian Tribes for FY 2005 was published in the Federal Register on Dec. 22. In FY 2005, EPA will set aside $7 million to support Tribes in implementing their nonpoint source management programs that address critical water quality concerns on Tribal lands. Each year, EPA awards between $30,000-$50,000 in base funding to each eligible Tribe to be used for a range of activities that implement the Tribe's approved nonpoint source management program. Additionally, Tribes compete for funding (up to $150,000) to implement on-the-ground nonpoint source watershed projects that are designed to achieve additional water quality improvements. The guidelines can be found at: http://www.epa.gov/fedrgstr/EPA-WATER/2004/December/Day-22/w27986.htm. For more information, please contact Stacie Craddock at (202) 566-1204.
