American Indian Environmental Office (AIEO) commits to work with Region 10 on Alaska National Pollutant Discharge Elimination System (NPDES) Delegation/Tribes. AIEO/Reg 10 Ongoing
Create fact sheet on congressional earmarks. OWM 9/30/2005
Enhance National Program Guidance (NPG) development process for 2007. Look for streamlined and innovative ways to comply with orders. IO/RMS Apr-06

Work with OMB/GAO/IG on outcome measures for Alaska Native Village. OWM Jan-06
Explore ways to make use of Corps of Engineers (3% issue) or other ways to get earmark help. Research bill language on 3% set-aside. OWM Ongoing
On the Watershed Game Plan for Achieving Strategic Water Objectives in Region 10 States, connect with Peter Gravatt and Gretchen Hayslip on assistance to get Assessment Database (ADB) working in Washington. OWOW/Region 10 Aligned of Assessment Database during 2006 reporting cycle

Continue discussions and working closely with Region 10 Drinking Water Branch Chief to prepare for MDBP Early Implementation. OGWDW July 11 - Meet with Region 10 Branch Chief. Ongoing over time.
OGWDW-sponsored Arsenic Treatment Technology training in Region 10 (planning already underway, will probably be held this summer in the State of Washington). OGWDW July 13 & 14 - Everett, WA September 13 & 14 - Anchorage, AK
Provide updated information to OGWDW on the status of projected use of exemptions and bilateral compliance agreements for Arsenic Rule implementation. Region 10 Updates on July 12 at National SDWA Program Meeting. Ongoing updates.
Continue current collaborations between Headquarters and the Regions. OST Ongoing
OWM will work to provide Corps of Engineer(COE) assistance with earmarks, provide them fact sheet. OWM Summer 2005
OWM will continue to look for ways to assist in funding Region 10 related to ANV management. OWM Fall 2005
Region 10 will develop an integrated action plan for addressing all outstanding ANV issues. OWM/Region 10/AIEO Fall 2005
Alaska Native Village(ANV) Program. Look at review by OMB,IG,and GAO. OWM/AIEO Complete
ESAR pilot work to get States to use ADB. OWOW/Region 10 Actively collaborating with Oregon now on this project.

The Region will work with the states to review and modify TMDL implementation or watershed plans to meet the 319 requirements. Region 10 Ongoing
Watershed plans comply with requirements of the 319 guidelines. HQ will work with the Region to seek help to speed this review. HQ will review a subset of the state plans and identify gaps in the plans to facilitate regional review of other state plans. HQ/Region 10 Ongoing
The Region will work with the states and HQ to develop a plan by October to ensure that 1/2 the 319 money goes towards implementing watershed plans for impaired waters. The Region will ensure that the plans meet 319 requirements. Region 10/HQ Oct-05
Explore possible time-limited cost share of DW treatment system operation similar to that done with Mexican Border initiative. AIEO 1st qtr FY 2006
Take message to SW program that GAP and others are funding more solid waste planning and implementation than SW program is. AIEO Completed
IDCs (Indirect Charges): Talk with GAD about what can be done to streamline IDC application and approval process. AIEO 9/30/2005
Utilize flexibility in implementing the data sharing requirement for water grants. All Programs/Region 10 Ongoing
Encourage Tribes to participate in upcoming EPA strategic plan development. AIEO/Region 10 Ongoing
HQ make resources available to support implementation of ADB in Washington. HQ continue to provide training & technical support to Oregon. OWOW/Region 10 Meeting will be scheduled early fall to determine what will be needed by way of contactor resources and EPA technical support.
