Description:

Abstract:: The 1996 CWNS presents the results of the EPA's detailed estimates of capital costs eligible for funding under the State Revolving Fund provisions of the CWA. The CWNS covers publicly owned, municipal wastewater collection and treatment facilities, facilities for the control of combined sewer overflows (CSOs), activities designed to control storm water runoff and nonpoint source pollution. The heart of the CWNS is the cost and technical information on approximately 16,000 publicly owned wastewater treatment facilities. The total documented and modeled needs are estimated at $139.5 billion (January 1996 $) to satisfy all program categories eligible for SRF funding for the design year (2016) population. This includes $44.0 billion (January 1996 $) for wastewater treatment; $10.3 billion (January 1996 $) for upgrading existing wastewater collection systems, $21.6 billion (January 1996 $) for new sewer construction; and $44.7 billion (January 1996 $) for controlling CSOs. Purpose:: The 1996 CWNS, a joint effort of the States and EPA, was conducted to meet the requirements of Sections 205(a) and 516(b)(1) of the Clean Water Act. The 1996 CWNS presents the results of the EPA's detailed estimates of capital costs eligible for funding under the State Revolving Fund provisions of the CWA. The CWNS covers publicly owned, municipal wastewater collection and treatment facilities, facilities for the control of combined sewer overflows (CSOs), and activities designed to control storm water runoff and nonpoint source pollution.
Supplemental_Information:: Selected data were extracted from the 1996 CWNS to support the U.S. EPA BASINS (Better Assessment Science Integrating Point and Nonpoint Sources) System. The development of TMDLs requires that analysts should consider existing and future loadings from point and nonpoint sources. The 1996 CWNS is the only data base that provides current and prospective planning level information for POTWs on a nationwide basis. The data are updated by states every two to four years.

Process_Description:: The 1996 Clean Water Needs Survey (CWNS) for BASINS for the U.S. and territories are created by retrieving the source data from the CWNS database that is currently maintained on the EPA IBM mainframe in Raleigh, North Carolina. Geographic coordinates for facilities are generally obtained from the source data set although numerous facilities (mostly collection systems and some treatment plants) did not have geographic coordinates available. When the source data set did have geographic coordinates available it is likely they were determined by using USGS 1:24,000 - 1:100,000-scale topographic map (depending on map availability), which is consistent with the approach used for many EPA data systems originally developed in the early 1980's. When geographic coordinates were not available the following sequential steps were used until a geographic coordinate was found: 1) using the NPDES number, a geographic coordinate from the Industrial Facilities Discharge file was selected, 2) a geographic coordinate of a facility downstream in the sewershed was selected, 3) the city centroid from a U.S. Census file was selected, 4) the city centroid from the U.S. EPA City file was selected, 5) the county population centroid from the U.S. EPA County file was selected.
For approximately 100 facilities inadequate geographic coordinates were readily available. For these values, EPA-HQ/OWM staff assigned geographic coordinates based on phone calls to state staff and professional judgement. The approach used for assigning geographic coordinates is an attribute of this data set. For distribution with BASINS v2.0, the 8-digit hydrologic units was computed for each facility. In some instances, the facility is just off-shore and not within any 8-digit hydrologic unit boundary. Using an ARCINFO application, these facilities were assigned to the closest (minimum distance) 8-digit hydrologic units.
