Industrial facilities provide the information, which includes: the location of the facility where chemicals are manufactured, processed, or otherwise used; amounts of chemicals stored on- site; estimated quantities of chemicals released; on-site source reduction and recycling practices; and estimated amounts of chemicals transferred to treatment, recycling, or waste facilities. The TRI data for chemical releases to land are limited to releases within the boundary of a facility. Releases to land include: landfills; land treatment/application farming; and surface impoundments, such as topographic depressions, man-made excavations, or diked areas. Air releases are identified as either point source releases or as non-point (i.e. fugitive) releases, such as those occurring from vents, ducts, pipes, or any confined air stream. Surface water releases included discharges to rivers, lakes, streams, and other bodies of water. In addition, the database covers releases to underground injection wells (where chemicals are injected into the groundwater) and off-site transfers of chemicals to either publicly owned treatment works (POTWs) or any other disposal, treatment, storage, or recycling facility. For distribution with BASINS v.2.0, the spatial attributes of the database were prepared in Arcview shape file format while selected relational attributes were prepared in Arcview DBF file format. Purpose: The United States Toxics Release Inventory (TRI) is mandated by Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986. The ESDLS coverage is broken into four separate Arc/Info coverages representing the NE, SE, NW and SW quadrants of the conterminous U.S. was downloaded from ftp://ftp.epa.gov/pub/spdata/ef as compressed Arc/Info export (e00) files. The coverages were reprojected from Albers Conic Equal Area projection with datum NAD83 to geographic decimal degrees. They were then converted to Arcview shape files using the Arc/Info ARCSHAPE command. Using Arcview, the shape files were merged to produce a single shape file that contains the point locations of EPA regulated facilities for the entire conterminous U.S. The shape file that contains the point locations of TRI facilities was generated by selecting only the facilities that fall under the TRI program system. Facilities that are shown to be located (e.g. based on lat-long coordinates) outside the land boundary of the conterminous U.S. were excluded. Selected attribute tables were downloaded from the Envirofacts database to supplement the attribute data that was available in the ESDLS coverage. The TRI_FACILITY table in the Envirofacts database which contains general information of the facilities in TRI is joined permanently with the primary attribute table of the ESDLS coverage to produce the new primary attribute table of the BASINS TRI data layer. The related tables which contain the annual toxic releases were obtained from the tables TRI_AIR_EMISSION, TRI_LAND_RELEASE, TRI_UNDERGROUND_INJECTION, TRI_WATER_DISCHARGE, and TRI_TRANS_POTW8. For distribution with BASINS v2.0, the national coverage was split into a series of coverages that included the spatial extent of each of the ten U.S. EPA Regions, plus the hydrologic accounting units that crossed region boundaries.
