  1. Purpose of the FACDQ (Assessment and Committee Charter) and Members
  2. FACDQ Recommendations
    1. Definitions of detection and quantitation
    2. Recommended procedure or procedures for detection and quantitation - This recommendation will be a procedure or procedures for detection and a procedure or procedures for quantitation. The recommendations will be developed based on the results of a pilot test and an analysis of those results relative to characteristics that the committee identified in the document, "What do we need a procedure to do?" (PDF) (7 pages, 31 Kb)
      1. The recommended procedure(s) address the following four measurement quality objectives:
        1. False Positives
        2. False Negatives
        3. Accuracy
        4. Precision
      2. The recommended procedure(s) is/are inter-lab, multi-lab, or single lab
      3. Post-FACDQ study and recommendations on how to do it
    3. Uses of the procedure(s)
      1. Setting permit limits
      2. Calculating averages for compliance/enforcement
      3. Evaluating compliance and enforcement
      4. Analytical data reporting for reasonable potential analyses
      5. Analytical data reporting for compliance/enforcement
      6. Analytical data reporting for listing impaired water bodies
    4. Implementation of the recommendations
      1. Rulemaking
      2. Guidance
      3. Revisions to existing analytical methods (i.e. "Bad Boys")
      4. EPA development of more sensitive and selective analytical methods and what they would be
