Summary of Policy Work Group Conference Call #13

No additional Policy Work Group calls are scheduled before the July 13-14 FACDQ meeting.
Welcome and Introductions
Facilitator Alice Shorett convened the conference call at 1:00 PM EST and called the roll of participants. She briefly reviewed the objectives for the call which were to review:
- A revised draft "Straw Proposal" on Uses that reflected discussions on the May 22 Policy Work Group call, as well as a few edits, shown in tracked changes, that had been sent after the call;
- A draft outline for the committee's final report; and
- An EPA draft list of implementation issues for FACDQ consideration.
Meeting Summary Review and Approval
The draft summary of the May 22 Policy Work Group call was approved as drafted.
Review of the Straw Proposal on Uses
Ms. Shorett asked David Kimbrough and Mary Smith if they were satisfied with the language on prescriptive/descriptive approaches and both indicated that they were.
She then asked for comments on the Straw Proposal. Questions of clarification and intent were asked about changes that had been made since the May 22 call. The Group reiterated that those who had drafted the Straw Proposal did not necessarily agree with every point in it but that its purpose was to narrow the issues to ones the caucuses could focus on and use in discussions with their constituents.
Ms. Shorett called on Dave Akers to explain a matrix he had distributed shortly before the call entitled, "Matrix for evaluation compliance and enforcement." There was a lengthy discussion of the draft. In the end, the group agreed not to include it with the Straw Proposal but said it was fine for a caucus to use it in discussions with its constituents if it would be useful.
Draft Outline of the Committee's Final Report
The group briefly reviewed a one-page outline of the Committee's final report drafted by the facilitators and added two additional items under "implementation": guidance/training and implementation by states.
FACA Implementation Issues
The Group then briefly reviewed a list of issues that EPA had identified in a one-page handout (for the May 22 Policy Work Group) and generally agreed that it included the important issues the FACDQ should consider. Members of the Policy Work Group agreed that they were willing to work on implementation issues after the July 13-14 FACDQ meeting. They also added recommendations for the final report to their list of topics for post-July work.
Ms. Shorett encouraged members of the Group to review the Straw Proposal with their constituents, both piece-by-piece and as a whole. She also asked that caucuses bring alternative proposals that took into consideration the interests at the table to the July meeting if there are sections they could not agree with in the Straw Proposal.
The Group agreed that it did not need a call on June 12 and would give final approval to the Straw Proposal, which the facilitators were to send out later in the day, by email.
