Summary of Policy Work Group Conference Call #2

The next Policy Work Group call is scheduled for Monday, November 7, from 1:00 - 3:00 PM EDT.

Welcome and Introductions

Facilitator Alice Shorett convened the conference call at 1:20 PM EDT, apologized for the late start, and called the roll of participants.

After briefly reviewing the protocols for the teleconference, she thanked Policy Work Group members for developing draft statements of uses, including associated data quality objectives and policy issues, in a short amount of time. She noted that the quick turnaround had not allowed for as much collaboration between the lead drafters and their drafting partners as was desirable. She also noted that the consolidation of draft uses that Triangle had distributed in preparation for today's call had been imperfect and that the draft consolidation, by mistake, had included two use descriptions that should be deleted: 1) National Pollutant Discharge Elimination System (NPDES), NPDES Permits, and Water-Quality Based Effluent Limitations (WQBELS) and 2) Water Quality Standards (WQS), CWA §303(d) and TMDLs.

Meeting Summary Review and Approval

Ms. Shorett asked for comments on the Draft Summary of the October 10 Policy Work Group call. It was noted that stormwater should not have been added to the use category, "Pretreatment, Setting local limits and Monitoring," and there was agreement to delete it. There were no other comments, and the summary was approved as revised.

Review of Draft Descriptions of Uses

Ms. Shorett called on the lead drafter of each use description to walk Policy Work Group members through their drafts and invited the members to ask questions and provide input on the drafts. It was noted that several use categories, listed as separate uses on the October 10 call, were now combined.

Following discussion of all the draft uses, it was agreed that the lead drafters would work with their drafting partners to revise the initial drafts. The deadline for sending the revised use descriptions to Triangle is Wednesday, November 2 at noon. Because Vicki King will be away from the office, revised drafts should be sent to Derek Van Marter (dvmarter@triangleassociates.com).

To accommodate the differing preferences of Policy Work Group members, it was agreed that Triangle would distribute the individual use descriptions to Policy Work Group members as soon as Triangle received them, with a notation in the subject line that the email contained a single use description. On Thursday, Nov. 3, Triangle is to send the consolidated use descriptions to the Policy Work Group as a single file.

Ms. Shorett closed the meeting by noting that the primary focus of the next call would be the policy issues identified with each use. In advance of the next call, she encouraged the members to think about the policy issues that seem to be most important so the Group can present a prioritized set for discussion at the advisory committee's December meeting.

The next Policy Work Group Call is scheduled for Monday, November 7, 1:00 PM - 3:00 PM EST. The last scheduled call is set for November 21, from 1:00 PM to 3:00 PM EST.
