Intentional Contamination
Notification from Public Health

As discussed in the Response Protocol Toolbox, the threat warning, or the occurrence or discovery that indicates a potential contamination threat that triggers an evaluation of the threat, can come from several sources. In this scenario, the threat warning originates as a public health notification, meaning that the first indication that contamination has occurred is the appearance of victims in local emergency rooms or health clinics.

This scenario is an intentional contamination event that occurs during the summer in Zenith City. The event is first discovered when residents pour into a local emergency room complaining of similar gastrointestinal symptoms. As the scenario unfolds, it becomes evident that a terrorist group used an apartment as a point to breach the City's water distribution system and introduce Shigella bacteria into that portion of the City's distribution system.
