4 Albany Street

4 Albany Street is a 10-story brick and limestone building located at the corner of Greenwich and Albany Streets, just south of the World Trade Center site. The building, owned by Deutsche Bank, contains 130,000 square feet of space.
The work on the building is being done in two phases: abatement and demolition. In the first phase, Deutsche Bank has sealed the building exterior in preparation for the decontamination of the interior. The interior abatement is being conducted under negative pressure essentially creating a vacuum inside the building to ensure that any dust disturbed during the work remains inside. The building exterior has been cleaned. The second phase will be the floor-by-floor demolition of the building exterior, using wet methods to suppress any dust.
Ambient air monitors have been placed on the sidewalks surrounding the building and on the roof. These monitors are measuring a variety of contaminants associated with World Trade Center dust and materials from the building itself. If a monitor measures a level above a pre-established action level, work will be stopped, EPA and the New York City Department of Environmental Protection (DEP) will be notified, and the situation will be investigated. Work will only resume when the source of the exceedance has been established and appropriate corrective action taken.
Most of the action levels were developed to reflect the potential risk to people exposed to a particular contaminant continuously for one year. Additionally, the health effects associated with the action levels are long-term and are not acute or immediate. This does not diminish the importance of making every effort to control possible exposure to the contaminants associated with World Trade Center dust. Ambient air concentrations above the action levels would not be suitable for protracted exposure. When an action level is exceeded, corrective action is needed to fully protect people's health.
