The fifth panel meeting was held on July 26, 2004, from 9:30am to 5:15pm, Eastern Daylight Savings Time. On-site registration began at 9:00am. The meeting was held at St. John's University, Saval Auditorium, 101 Murray Street (between Greenwich Street and West Side Highway), New York City (Manhattan). The auditorium is located on the second floor of the building and is accessible to those with handicaps. A government-issued identification (e.g., driver's license) is required for entry.

Biosketches for Panel Member Alternates and Presenters at the July 26 Meeting
  • Commander Meredith Austin, Commander, USCG National Strike Force (alternate for Commander Peter W. Gautier)

    CDR Austin is a 1985 graduate of the United States Coast Guard Academy where she received a Bachelor of Science degree in Marine Science. Upon graduation, she reported to USCGC POLAR SEA (WAGB-11) where she served as a Deck Watch Officer, Communications Officer and Marine Science Officer.

    In 1987, CDR Austin was transferred to the Marine Safety Division, Eleventh Coast Guard District and assigned as the Assistant Chief, Marine Environmental Response Branch. In 1989 she was assigned to Marine Safety Office Louisville, Kentucky, where she performed varied duties in pollution response, port operations, vessel inspections and accident investigation. Following this tour CDR Austin attended graduate school at the University of North Carolina-Chapel Hill, School of Public Health, earning a Master of Science in Public Health (MSPH) in Industrial Hygiene in 1994. Upon graduation she was assigned to the Marine Safety Schools at Training Center Yorktown. In October 1998, the American Board of Industrial Hygiene awarded her the designation as a Certified Industrial Hygienist (CIH). Prior to assuming command of the Pacific Strike Team, CDR Austin was assigned to Marine Safety Unit Galveston, first as the Chief, Port Operations Department, and later as the Executive Officer for a unit responsible for responding to oil/hazardous materials releases at one of the world’s largest petrochemical ports.

    In July 2001, she assumed Command of the Pacific Strike Team, with responsibilities to respond to oil and hazardous materials discharges for the Coast Guard and the Environmental Protection Agency for the Western United States, Alaska, Hawaii and the Pacific Territories. In mid September through mid October 2001 CDR Austin responded to the World Trade Center disaster, and was involved with incident management, serving as a Deputy Incident Commander for the EPA Incident Commander. Additionally, as the Senior Response Officer for the National Strike Force personnel on scene, she was responsible for the health and safety of NSF personnel, and was heavily involved in getting all response agencies working at the landfill to develop a comprehensive health and safety plan for all workers at the landfill. CDR Austin also led delegations to Yap, Palau and Russia to train these governments with the use of the Incident Command System.

    CDR Austin is currently the Commander of the National Strike Force, overseeing the Atlantic, Gulf and Pacific Strike Teams, the Public Information Assist Team and the National Preparedness for Response Exercise Program (PREP).
