Summary

The United States Environmental Protection Agency (EPA), Region 2  is seeking public comment on a draft revision to the Clean Air Act (CAA) Prevention of Significant Deterioration of Air Quality (PSD) air permit  for Caithness Long Island Energy Center, LLC (CLIEC). The permit revision would (1) allow the auxiliary boiler to be operated simultaneously with the combustion turbine under three additional operating scenarios which were not anticipated by CLIEC in 2006 when the initial PSD permit was issued; (2) replace the PSD permit condition that establishes a maximum limit of 4,380 hours during any 12-month consecutive period for the duct burner  with a limit of 2,163,720 million British Thermal Units during any 12-month consecutive period on the duct burner’s maximum heat input; and (3) remove the fuel gas heater from the 2020 PSD permit, since it was already removed from service. The revisions requested by CLIEC do not modify any emission limits included in the 2020 PSD permit.

This proceeding is subject to the applicable administrative procedures of 40 C.F.R. part 124.
