Freedom of Information Act (FOIA) Attorney, Office of Regional Counsel in San Francisco (Pacific Southwest Region)

The U.S. Environmental Protection Agency, Pacific Southwest (Region 9), Office of Regional Counsel, is seeking applications for a Freedom of Information Act (FOIA) attorney position in our San
Francisco, CA office. The position is at the GS 12 level and is non-promotable. We are looking to fill one or more positions. The application deadline is Friday, October 19, 2018.

Responsibilities

With over 700 employees, Region 9 is one of ten EPA regional offices and covers the geographic region of California, Nevada, Arizona, Hawaii, Pacific Islands, and over 140 Tribal Nations. The Office of
Regional Counsel FOIA attorney will serve as a member of the Region 9 FOIA Team, providing legal counseling and project management support on matters arising under the FOIA, Privacy Act, Federal
Records Act, Trade Secrets Act, EPA’s Confidential Business Information (CBI) regulations, and other authorities related to proper handling and sharing of governmental information, including:

  • processing requests under the FOIA;
  • negotiating with requesters on scope, schedule, fees, and other issues;
  • advising on record searches, reviews and productions;
  • providing counseling and training on a host of information law issues;
  • providing counseling and training on FOIA and eDiscovery legal developments and technology;
  • drafting legal documents;
  • assisting with FOIA administrative appeals and litigation; and
  • addressing records management issues.
