Public Notice: District of Columbia Phase I Municipal Separate Storm Sewer System (MS4) Permit Reissuance

Summary

EPA is reissuing the final MS4 Permit to the District of Columbia.  This action is the result of two public notice and comment periods (Nov. 2016 – Jan. 2017 and Aug. – Oct. 2017).  As a result of the public comments and additional information received, EPA made final revisions to the permit.  In addition, a separate Response to Comments document outlining how each comment was addressed accompanies the permit documents. 

The final permit implements a “maximum extent practicable” standard to effectively prohibit non-stormwater discharges to the MS4 and other provisions as appropriate to control pollutants in stormwater discharges for improving water quality with the goal of attaining applicable DC water quality standards; it also contains specific TMDL-related milestones as discharge limits where appropriate.
