Logging In

How do I log in?

FLA accounts are only available to government employees who have registered for Facility Linkage Application (FLA) access. This is a two-step process: Getting an EPA Lan ID and Registering for FLA access. After users have completed these steps, they may log into FLA using their EPA Lan ID and password.

FLA Login

EPA employees must first register for FLA, receive a confirmation email, then log in FLA with their Lan ID and password.

State and other government employees must Register for EPA Lan ID if they do not have one and then Register for FLA, receive a confirmation email, then log in FLA with their EPA Lan ID and password.

Registration

How do I register for an EPA Lan ID?

Click on the Register for EPA Lan ID link at the top of the FLA Welcome page, then follow the instructions. Step by step instructions for gaining access can be found at this link. Under the instructions to ‘Select the Community or Application for which you are requesting access’, users should select the ‘FRS Linkage Application.’ Note: If you're an EPA employee, skip this step as you already have an EPA Lan ID.

How do I register for FLA?

Click on the Register for FLA link at the top of the FLA Welcome page, then follow the instructions to submit the form. Note: We require all users to register for FLA.

Types of Access

What type of access can I have?

  • Primary data stewardship access is reserved for Regional Primary Data Stewards and others who have been granted Primary data stewardship access by the Regional Primary Data Stewards. These stewards can make changes to FRS data without approval and can approve the changes suggested by secondary and other data stewards.
  • Secondary data stewardship access is open to EPA staff in the Regions and Program Offices. This access allows stewards to suggest changes to FRS data. These changes must be approved by Regional Primary Data Stewards before it becomes a part of the FRS production data layer.
  • State/Tribal (Other) data stewardship access is open to staff from State and Tribal Agencies. This access allows stewards to suggest changes to FRS data. These changes must be approved by Regional Primary Data Stewards before it becomes a part of the FRS production data layer. At this time, States and Tribes only have access to non-sensitive data through this application.
  • Read-only access is available for users who do not have the need, knowledge, or permissions that are required to make changes to FRS data. This “read only” access will allow users to view, save and download custom reports of FRS data.

Becoming an FLA Data Steward

How do I become a Primary Data Steward in FLA?

The Facility Registry Service (FRS) team works with Regional staff to find an appropriate Primary Regional Steward. For more information, check in with our Data Steward Contacts or contact FRS_Support@epa.gov.

How do I become a Secondary or State/Tribal Data Steward in FLA?

Any Regional, State, Tribal or EPA Headquarters staff who have familiarity with EPA data and a need to improve the quality of data that appears in FRS can become a Secondary or State/Tribal Data Steward. We strongly suggest that Secondary and State/Tribal Data Stewards read through our data steward documentation located found at this link and attend an FLA training session in order to familiarize themselves with the best techniques for making data corrections.  The FRS Team periodically sends out training information to all registered FLA users. For more information, check in with our Data Steward Contacts or contact FRS_Support@epa.gov.

Who are the current FRS Primary Data Stewards?

A list of current FRS Data Stewards and contacts can be found at: FRS Data Steward Network Contacts page.

Can a FRS Primary Data Steward suggest changes to a record in another Region?

In future releases of the FLA there will be functionality that will allow Primary Data Stewards to be a Primary Data Steward and a Secondary Data Steward simultaneously. This will allow a Primary Data Steward to act as a Secondary Data Steward in someone else’s Region. While this functionality is not currently available, a work around is possible that would allow Primary Stewards to make changes in other Regions. As this need arises it will be pursued on a case by case basis.

I still have a lot of questions, how can I learn more?

The FRS team is happy to meet with staff from individual Regions, States and Tribes to answer questions, get feedback and establish processes that work within the specific structure of each organization. You can contact the FRS Team at: FRS_Support@epa.gov.

Data Corrections

What happens if a Secondary or State/Tribal Steward submits a record correction that is located in a Region that does not have an active Primary Steward?

The FRS HQ team will review and approve/reject suggested changes submitted by Secondary or State/Tribal Stewards in Regions that do not currently have an active Primary Data Steward.
