How can I register to speak at the hearing?

I don’t want to speak at the hearing, but I’d like to watch it. Do I need to register?
EPA will livestream the hearing each day via YouTube. We will post a link to the livestream before the start of the hearing each day on our website.
What platform will EPA use to conduct the hearing on May 2 and 3, 2023?
EPA will conduct the hearing remotely using the Zoom video conferencing service. Registrants will receive a Zoom link prior to the hearing.
I haven’t used Zoom before. How do I testify during the hearing?
If you plan to testify using your computer or smart phone, you can download the Zoom software by going to the Zoom download page, or the Apple or Android app store (for smartphones). Note that if you are participating in the hearing by video, your computer must have operating camera, microphone, and audio functions.
If you do not have access to a computer with operating camera, microphone, and audio functions, you testify by phone by dialing the Zoom-generated phone numbers you received in your registration confirmation.
Will the hearing be transcribed? Will the transcripts be available to the public?
The hearing will be transcribed by a court transcribing service, which may record the hearing to assist in preparing the transcript. EPA will post the transcripts to the rulemaking docket when they are complete. Visit the docket for this proposal.
How can I comment on the proposal?
There are two ways to comment on EPA’s proposed rule:
