In the Requirements for the Management of Hazardous Contaminated Media Rule, EPA identified the application of three RCRA requirements to remediation wastes as the biggest problems to address: Land Disposal Restrictions (LDRs), Minimum Technological Requirements (MTRs), and permitting.
