Hazardous Waste Cleanup: James Spring and Wire Company Incorporated in Frazer, Pennsylvania

On August 14, 1980, James Spring and Wire submitted its initial Notification of Hazardous Waste to EPA for its generation of hazardous wastes F001 (spent nonhalogenated solvents), F006 (wastewater treatment sludges), F007 (spent cyanide plating solution), and F009 (spent stripping solution). On November 14, 1980, the Facility submitted to EPA its Part A Permit Application for storage and treatment of these wastes in drums and tanks, and on August 6, 1981, EPA granted the Facility interim status for treatment, storage, or disposal of hazardous waste.

Cleanup Status

EPA visited the facility and meet with company representatives on May 11, 2010. On August 15, 2013, EPA determined that the Facility met the Current Human Exposures Under Control and Migration of Contaminated Groundwater Under Control Environmental Indicators. On September 15, 2014, EPA issued the Final Remedy, RCRA Corrective Action Complete with  Controls, to the Facility.  The Final Remedy consists of implementation of the institutional controls through an enforceable environmental covenant that require maintenance and inspection of the concrete floor of the building and compliance with land and groundwater use restrictions.   An environmental covenant  was developed by Pennslyania Department of Environmental Protection (PADEP) and the EPA.

The facility is located at 6 N. Bacton Hill Road, Frazer, East Whiteland Township, Chester County, Pennsylvania. Light commercial facilities are located to the north, east, and south in the immediate vicinity of the facility.  Current production processes at the facility include spring grinding, cleaning, passivation, heat treating, assembly, and special packaging.  The facility also performs surface treatment on steel parts including rust preventative and deburring.  Hazardous wastes generated at the facility include spent non-halogenated solvents (F001), wastewater treatment sludge (F006), spent cyanide plating solution (F007), plating bath residues containing cyanide (F008), spent stripping solution (F009), and characteristic ignitable hazardous waste (D001).

Contaminants at this Facility

Hazardous wastes generated at the facility include spent non-halogenated solvents (F001), wastewater treatment sludge (F006), spent cyanide plating solution (F007), plating bath residues containing cyanide (F008), spent stripping solution (F009), and characteristic ignitable hazardous waste (D001).  Some concentrations of contaminants may remain in the groundwater at the Facility above levels appropriate for residential and domestic uses.
