This public notice is issued by the U.S. Environmental Protection Agency (EPA) Region 7. EPA is seeking comments on a proposed National Pollutant Discharge Elimination System (NPDES) permit, under Section 405 of the Clean Water Act (CWA), for the operation of a Class A Biosolids composting facility by the St. Louis Composting – Pacific Facility.
EPA is seeking written comments regarding this proposed action until May 14, 2018. The address for written comments or to request a public hearing is shown below.
BACKGROUND: NPDES permits for biosolids composting operations producing Class A Biosolids are issued under Section 405 of the CWA, 33 U.S.C. Section 1251. The St. Louis Composting – Pacific Facility has applied to EPA for an NPDES permit for the operation of a biosolids composting facility, producing Class A Biosolids product using the Harvest Quest process. Class A Biosolids are processed to a very high level, so they can be safe for public use in parks, gardens, etc.
PROPOSED NPDES PERMIT: The proposed permit would allow Class A Biosolids product, using the Harvest Quest composting process, to be safely produced for public use. The proposed permit includes pollutant limitations as well as pathogen and vector reduction requirements specified in 40 CFR Part 503. Additional information regarding this proposed permit is contained in the Administrative Record, which includes the permit application, the proposed permit, the Statement of Basis for the proposed permit, and other pertinent information upon which the proposed permit is based.

HOW TO PROVIDE COMMENTS: Interested persons may submit written comments regarding these proposed actions by EPA or submit a written request for a public hearing on the proposed permit. Any request for a public hearing must state the nature of the issues that the requester proposes to raise at the hearing.
