Special Appropriation Projects
EPA must comply with NEPA when deciding whether to issue a Special Appropriation Act Project (SAAP) grant as earmarked by Congress. SAAP grant applicants are advised to complete this Environmental Information Document template to provide information about the proposed project in EPA Region 5.
