Public Notice: Opportunity to Comment on Proposed Permit for Spirit Lake Casino and Resort Water Treatment Facility

Summary

The purpose of this notice is to state EPA’s intention to issue a National Pollutant Discharge Elimination System (NPDES) permit under the authority of Section 402 of the Clean Water Act.

Activity

Discharges from Spirit lake Casino wastewater treatment plants (WWTF) serving the Spirit Lake Casino and Resort and related facilities including approximately ten cabins, seventy-three RV parking spaces, a grocery, a marina, and a gas station. The Spirit Lake Casino and Resort operates one-hundred twenty four rooms, two restaurants, and a swimming pool. The WWTF accepts hauled septic waste discharged directly into the Primary Cell, including waste from the casino RV and gas station facilities in Benson County, North Dakota. Authorization for discharge is limited to only the outfall specifically listed in the permit.

Public Comments

Comment period ends 30 calendar days after the date of publication of this notice. Comments must be directed to Qian Zhang at the address listed in the box at right. All comments received prior to the end of the comment period will be considered in the formulation of any final permit determination, and will be part of the administrative record. Any commenter may request a public hearing and EPA will hold a hearing if the response to this notice indicates significant public interest. EPA is also requesting comments on the possible adverse effects of reissuing the permit on historic properties and/or cultural resources in the area.
