EPA is proposing to issue a National Pollutant Discharge Elimination System (NPDES) permit to Hilcorp Alaska, LLC authorizing wastewater discharges associated with oil and gas development and production activities on the Liberty Drilling and Production Island.
To ensure protection of water quality and human health, the permit places limits and conditions on the discharge of pollutants from the facility to Stefansson Sound in the Beaufort Sea at a location approximately 4.78 nautical miles (8.85 kilometers) offshore in federal waters of the outer continental shelf.
EPA’s issuance of the NPDES permit constitutes a major federal action subject to compliance with the National Environmental Policy Act. The EPA is cooperating with the Bureau of Ocean Energy Management (BOEM) to develop the Environmental Impact Statement (EIS) and intends to adopt the document to satisfy our NEPA compliance obligations. BOEM published the Notice of Availability of the Draft EIS in the Federal Register on August 18, 2017. EPA is aligning our public comment period with the Draft EIS. EPA is requesting public comments on the draft NPDES permit, technical fact sheet, and the Ocean Discharge Criteria Evaluation (ODCE) that analyzes impacts from the discharges. The public comment period closes on November 16, 2017.
EPA Region 10 is proposing to issue a NPDES permit to Hilcorp Alaska, LLC, which would authorize wastewater discharges from the Liberty Drilling and Production Island.
The facility is located within federal waters of the Beaufort Sea. As the permit does not authorize discharges to Alaska State waters, it is not subject to Clean Water Act Section 401 certification.
