The EPA is proposing to reissue a National Pollutant Discharge Elimination System (NPDES) permit to the City of Burley Industrial Wastewater Treatment Plant in Idaho.
The City of Burley operates an industrial wastewater treatment plant which provides secondary treatment for wastewaters from the Burley-Heyburn Industrial Park.
Three facilities currently discharge industrial waste to the facility:
- Gem State Processing, a potato dehydration facility.
- High Desert Milk, Inc., a milk processing facility producing powder and milk products.
- Gossner Foods, a cheese plant.
The facility does not treat municipal wastewater.
The design flow of the wastewater treatment plant is 2.4 million gallons per day (mgd). The effluent from the facility is discharged to the Snake River.
The Region 10 office of the EPA has tentatively determined to issue a discharge permit to the City of Burley.
This notice will serve as public notice of the intent of the state of Idaho, Department of Environmental Quality, to consider certifying that the subject discharges will comply with the applicable provisions of the Sections 208(e), 301, 302, 303, 306 and 307 of the Clean Water Act. The NPDES permit will not be issued until the certification requirements of Section 401 have been met.
