Public Notice: Proposed CAFO CWA-05-2018-0003

Summary

The U.S. Environmental Protection Agency, Region 5, is providing notice of intent to file a proposed Consent Agreement and Final Order (CAFO) against Titan Tire Corporation of Bryan (Respondent) for alleged violations of the Clean Water Act (CWA). Specifically, EPA alleges that Respondent violated the CWA by discharging oil into navigable waters of the United States.  EPA also alleges that Respondent violated the oil pollution prevention regulations by failing to meet certain Spill Prevention, Control and Countermeasure Plan requirements and discharge prevention and containment procedures. Respondent operates a tire manufacturing facility in Bryan, Ohio. The CAFO will resolve only Respondent's liability for federal civil penalties for the alleged violations. Respondent has agreed to pay a penalty of $136,032.
