National Pollutant Discharge Elimination System (NPDES) Enforcement to file penalty complaint against Field #4, LLC and Constructors West, Inc. for unpermitted construction stormwater discharges in Colorado.
NPDES Enforcement plans to file a Penalty Complaint and Notice of Opportunity for Hearing (Complaint) against Field #4, LLC and Constructors West, Inc. (Respondents). The Complaint includes a proposed penalty of $18,000 for construction stormwater violations at Chatfield IV home construction site and located in Grand Junction, Colorado. Alleged violations include discharge of construction stormwater on at least 11 separate days from April 1, 2011 to December 24, 2013 without authorization by any Clean Water Act permit.
