Public Notice and Opportunity for Public Comment on the Proposed Combined Complaint and Consent Agreement between Westland Construction and the U.S. EPA for Westland Construction’s failure to have a complete and updated stormwater pollution prevention plan (SWPPP), failure to have inspections conducted by qualified personnel, failure to implement and maintain required stormwater controls, failure to post complete notice of permit coverage, and failure to minimize discharges of sediment and other pollutants into waters of the United States from the Provo High School construction site in Provo, Utah.
