EPA Seeks Comment on Petitions for a Waiver of the Renewable Fuel Standards that would Apply in 2014

Request for comment on petitions for a waiver of the renewable fuel standards that would apply in 2014. EPA expects that a determination on the substance of the petitions will be issued at the same time that EPA issues a final rule establishing the 2014 RFS standards.

EPA is issuing a final rule to expand the definition of heating oil in the regulations for the Renewable Fuel Standard (RFS) program

EPA also finalized specific registration, reporting, product transfer document, and recordkeeping requirements applicable specifically to the new category of fuel oils.

2013 Renewable Fuel Standards for Renewable Fuel Standard program (RFS2): Final Rulemaking

EPA established the volume requirements and associated percentage standards that apply under the RFS2 program in calendar year 2013 for cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel. The standards ensure that transportation fuel sold in the United State contains a minimum volume of renewable fuel as required by the Energy Independence and Security Act of 2007.

EPA Denies Petitions for Reconsideration of the Final Rule Establishing the 2013 Biomass-Based Diesel Volume

In November 2012, EPA received two petitions for a reconsideration of the September 27, 2012 rulemaking entitled "Regulation of Fuels and Fuel Additives: 2013 Biomass-Based Diesel Renewable Fuel Volume" which established a volume requirement of 1.28 billion gallons for biomass-based diesel in 2013 under the Renewable Fuel Standard (RFS) program. EPA's evaluation of the petitions indicates that the Congressional requirements for such a petition have not been met, and that the issues raised do not materially affect the determination of the applicable volume requirement of 1.28 billion gallons.

Notice of Data Availability Concerning Renewable Fuels Produced from Barley Under the Renewable Fuel Standard (RFS) Program

Notice of Data Availability (NODA) to release EPA’s lifecycle greenhouse gas (GHG) analysis of barley used as a feedstock to produce ethanol under the Renewable Fuel Standard (RFS) program. The release of the NODA provides the public an opportunity to comment on EPA’s analysis.

Final Rule for Additional Qualifying Renewable Fuel Pathways under the Renewable Fuel Standard (RFS) Program

EPA has finalized pathways for production of renewable fuel from giant reed (Arundo donax) and napier grass (Pennisetum purpureum) as feedstocks. These pathways are for cellulosic biofuel, for purposes of the RFS. In response to comments on the proposal concerning the potential for these crops to behave as invasive species, EPA is adopting additional registration, recordkeeping, and reporting requirements that were developed to address the potential for GHG emissions related to these concerns.

Notice of Proposed Rulemaking: RFS Pathways II and Technical Amendments to the RFS2 Standards

Proposal amending certain provisions of the renewable fuels standard (RFS2) program regulations. This proposal also includes various changes to the E15 misfueling mitigation regulations (E15 MMR) which are minor technical corrections and amendments to sections dealing with labeling, E15 surveys, product transfer documents, and prohibited acts; and changes to the survey requirements associated with the ultra-low sulfur diesel (ULSD) program.

Final Rule to Identify Additional Fuel Pathways under the Renewable Fuel Standard Program (RFS)

EPA has identified additional renewable fuel production pathways and pathway components that could be used in producing qualifying renewable fuel under the RFS program. This final rule describes EPA’s evaluation of biofuels produced from camelina oil and energy cane, as well as renewable gasoline and renewable gasoline blendstock made from certain qualifying feedstocks.

Notice of Proposed Rulemaking to Establish a Voluntary Quality Assurance Program for Verifying the Validity of Renewable Identification Numbers Under the RFS2 Program

EPA has issued a proposal to establish a voluntary quality assurance program for verifying the validity of Renewable Identification Numbers (RINs) under the Renewable Fuel Standard (RFS) program.
