AVERT (AVoided Emissions and geneRation Tool) translates the energy impacts of energy efficiency and renewable energy (EE/RE) policies and programs into emissions reductions (PM2.5, NOx, SO2, and CO2). It aims to address a key reason states have not implemented previous EE/RE State Implementation Plan (SIP) guidance.
