Public Notice: Draft Class V UIC Area Permit No. CO52393-0000 for the Meridian Metropolitan District Aquifer and Recovery (ASR) Project in Douglas County, Colorado

The U.S. Environmental Protection Agency (EPA) is requesting public comment by August 20, 2018 on an Underground Injection Control (UIC) draft area permit for the Meridian Metropolitan District Aquifer Storage and Recovery (ASR) project located in Douglas County, Colorado, under the authority of the Safe Drinking Water Act and UIC program regulations. 

The EPA is proposing to issue a draft UIC Class V area permit for implementing ASR using the Denver and Arapahoe Aquifers in the Meridian Metropolitan utility service area located in the south Denver area. Two wells are proposed to inject treated drinking water for storage in these aquifers during periods of low demand, then recover and supply drinking water from these Aquifers to Douglas County residences during periods of high demand. 

The EPA has proposed protective permit requirements in the draft Class V permit. These include: 1) pilot cycle testing of the injected and subsequently recovered water; 2) monitoring the quality of the Denver and Arapahoe Aquifers during ASR operations; 3) bench scale water chemistry testing for nitrosamines; and 4) testing any new sources of water proposed for injection after ASR operations commence. 

EPA is seeking public comment and will be holding a public hearing and information session on its proposed decision. All external stakeholders will have until August 20, 2018, to comment on the draft permit in accordance with UIC program regulations. 

Written comments must be received by midnight Mountain Time on August 20, 2018. 

Public Hearing and Information Session Information: The public may ask questions about EPA’s proposed action during a one-hour information session. A hearing will follow for the public to provide written and/or verbal comments on the EPA’s draft UIC Class V permit. The EPA will hold these events in Denver, Colorado at the address, time, and date listed below: 

Monday, August 13, 2018 from 1 pm to 9 pm (with a public information session from 1:00 pm to 2:00 pm and a break from 5:00 pm to 6:00 pm)

Special EPA Region 8 Building Considerations: All visitors to the Region 8 office must show a picture ID such as a current driver’s license and walk through a metal detector. Visitors must also register at the guard desk in the lobby before proceeding to the 2nd Floor Conference Center. The administrative record will be available for public review as of July 13, 2018. The EPA Region 8 building does not have free parking available.
