The U. S. Environmental Protection Agency (EPA) is announcing its proposed decision (Statement of Basis) for environmental remediation at the Union Carbide Corporation (UCC) Institute Operations, (EPA ID: WVD005005509). The proposed remedy consists of engineering controls including cover and cap maintenance, ongoing groundwater remediation at Corrective Measures Study (CMS) Area A, facility-wide groundwater monitoring, Monitored Natural Attenuation, and land use controls limiting groundwater use and managing soil exposure. Additionally, based on all available evidence and using EPA’s evaluation criteria, groundwater cannot be restored to drinking water standards at Tank 1010; therefore, EPA is proposing a Technical Impracticability waiver for restoration of groundwater to Maximum Contaminants Levels (MCLs) at Tank 1010.
