EPA has reviewed existing environmental information available and determined that insufficient information exists to evaluate whether the migration of contaminated groundwater or human health exposures are under control. Further site characterization is needed to determine the presence and extent of contamination at the property
A parcel of this property had historically been leased to PECO and operated as a manufactured gas plant (MGP). This parcel is currently undergoing remediation under oversight by PADEP’s Act 2 program for contaminants related to PECO’s historic operations on this parcel. EPA is currently reviewing the Act 2 Remedial Investigation Report submitted by PECO to PADEP to evaluate whether additional remediation for this parcel is required under Corrective Action.
On June 12, 2023, EPA determined more information is need in order to determine Environmental Indicator “Current Human Exposure” and “Migration of Contaminated Groundwater ” is under control.
Site Description

The facility is located at 237 Mill Street, Darby, Delaware County, Pennsylvania. The facility manufactured paint, primer, and industrial coatings. All manufacturing operations of the facility were permanently shut down on April 30, 2003. The facility was used as distribution center for east coast customers of Sheboygan Paint Company from 2003 until prior to 2020. In 2020, the property was sold by Sentry to Mill Creek Holdings I LLC. The facility is currently used for storage of construction materials. The facility historically consisted of a manufacturing area, a warehouse, a laboratory, and office space, all of which currently remain on the property.
Contaminants at this Facility
The facility was a large quantity hazardous waste generator (LQG) until 2002. Paint and coating related contaminants were known to be present in soil at the property in 1987, however no remediation took place.

Site Responsibility at this Facility
Resource Conservation and Recovery Act (RCRA) Corrective Action activities at this facility have been conducted under the direction of EPA Region 3. PADEP has overseen the remediation under Act 2 of the parcel where PECO’s MGP operations occurred.
