Risk and Technology Review: NESHAP for the Portland Cement Manufacturing Industry
EPA is proposing amendments to the National Emissions Standards for Hazardous Air Pollutants (NESHAP) for Portland cement manufacturing. After conducting a risk analysis, the Agency found acceptable air toxics risks. Also, no cost-effective controls were identified under the technology review to achieve further reductions. The proposed amendments would correct and clarify compliance requirements and provisions resulting in improved monitoring, compliance and implementation of the rule. EPA’s air toxics rules for Portland cement manufacturing achieved significant reductions of mercury, acid gases, particulate matter and total hydrocarbons from existing cement kilns across the country, while ensuring that emissions from new kilns remain low.
