EPA National Library Network Policy and Procedures

The EPA National Library Network policy and procedures represent baseline standards for services at all EPA Libraries. They were developed with input from Network librarians and are based on the profession's best practices. The set of documents below were finalized on December 28, 2016.

EPA National Library Network Policy - establishes uniform governance and management for the EPA National Library Network.

EPA National Library Network Standards for Core Library Services - establishes Agency-wide for the core library services provided by the EPA National Library Network to EPA staff and to the public.

EPA Library Materials Dispersal Procedures - establishes procedures by which libraries retain, reduce, disperse or dispose of their library contents when appropriate.

EPA Library Reference and Research Services Procedures - establishes procedures by which libraries provide reference and research services to EPA staff and to the public.

EPA Repository Library Management Procedures - establishes procedures by which libraries ensure that official EPA documents and other hard to replace but infrequently used materials are available in perpetuity in their originally-published format.

EPA Library Usage Statistics Procedures - establishes procedures by which libraries collect statistics on the services they provide EPA staff and the public.

Digitization Processes for EPA Libraries - establishes procedures by which libraries identify, prepare and send EPA documents to the National Service Center for Environmental Publications (NSCEP) for digitization and addition to the National Environmental Publications Internet Site (NEPIS).

EPA Library Facility Management Procedures - establishes procedures by which libraries provide, make use of and manage the facility allotted for library operations.

EPA Library Cataloging Procedures - establishes procedures by which libraries catalog the physical and digital materials in their collection, as well as other electronic resources deemed important to EPA's mission.

EPA Library Collection Development and Management Procedures - establishes procedures by which libraries collaborate to identify and procure information resources necessary to support the mission of the agency.

EPA Library Network Communications Strategies - establishes procedures by which libraries communicate, using a range of established mechanisms, with other EPA Libraries, organizations and the public.

EPA Library Disaster Response and Continuity of Operations (COOP) Procedures - establishes procedures by which libraries prepare for and respond to disasters in EPA Libraries and provide continuing operations during and after a disaster.

EPA Library Interlibrary Loan/Document Delivery Procedures - establishes procedures by which libraries lend Interlibrary Loan (ILL) materials to other libraries, as well as procedures for obtaining materials for Agency employees and EPA contractors through ILL or other document delivery methods.

EPA Library Public Access Procedures - establishes procedures by which libraries facilitate public access to EPA documents and environmental information. These procedures do not cover information requests made under the Freedom of Information Act (FOIA).
