Cleanup Status
Note: The EPA is the lead agency for managing cleanups at this facility.
EPA has a minor concern with perched groundwater showing elevated Volatile Organic Compound (VOC) levels. EPA is working with the Pennsylvania Department of Environmental Protection (PADEP) to include this Corrective Action concern on an environmental covenant required by Pennsylvania Department of Environmental Protection (PADEP)’s Act 2 program. A draft covenant has been prepared by PADEP and submitted to the Facility.
On September 30, 2014, EPA prepared a proposed decision that Corrective Action is complete with the institutional controls required under the draft covenant. The institutional controls include restricting the Site to non-residential use, prohibiting withdrawal of groundwater for any reason, maintaining the Warehouse #3 building, roof an concrete floor overlaying the former underground storage tank (UST) area, an appropriate Health and Safety Plan and Soil Management Plan if excavation of the former UST and n-butyl acetate spill area is to occur, and prohibiting the use of buildings within 100 feet of the perched GW area showing high VOC levels as occupied structures to prevent an exposure pathway for vapor intrusion.

The Ashland facility is located within the limits of the borough of Freedom, in Beaver County, Pennsylvania, approximately 25 miles north of Pittsburgh. The facility consists of four buildings (warehouses 1, 2, 3 and an office) secured by a six-foot chain-link fence. The facility covers approximately 1.8 acres and is situated in a residential area located at the top of a steep slope adjacent to state Route 65. Beyond Route 65 are industrial properties and finally the Ohio River.
On March 3, 1989, approximately 930 gallons of n-butyl acetate were released to the ground in the location of the aboveground storage tank used for storing n-butyl acetate near the southern side of Warehouse No. 3. The storage tank was cleaned and removed from the site, and the affected soil was excavated.
A former container storage area in Warehouse No. 3 was closed in April 1993 and 12 underground storage tanks used for the bulk storage of industrial chemicals and solvents were removed in September 1990. The facility received Act 2 approval for the tank/soil remediation inside of the warehouse.
