Cleanup Status
Note: The EPA is the lead agency for managing cleanups at this facility.
On November 8, 201 EPA determined that contamination in groundwater and human exposures risk from contaminants were under control. . A statement of basis presenting cleanup remedy for the site was posted in a public notice in April 2012.
Since the current property owner wished to convert the property to residential use and the lead contamination in the soil (around area SB-110) exceeds levels Statewide Health, Residential Direct Contact levels in the soil, an engineering control ( a concrete cap) has been installed over the area of SB-110 that has to be maintained and will be enforced by an environmental covenant approved in July 2016.
On July 20, 2020, the EPA conducted a Long Term Stewardship assessment to assess whether the remedy was implemented and protective of human health and the environment. EPA determined that the remedy institutional and engineering controls have been fully implemented and no control deficiencies were identified.

Paxar is the current owner of the site and manufactures machinery for printing clothing labels. Prior to 1920, the Sayre Brewing Company owned the property. From approximately 1920 until 1950, the property was owned and operated by the Sayre Candy Company. Paxar Corporation, formerly Packaging Systems Corporation – Fasco Division, has owned the facility since 1952. The interior of the plant is divided into several rooms that are used for storage, machine assembly, and administrative purposes.
Packaging Systems Corporation – Fasco Division filed a Notification of Hazardous Waste Activity on August 12, 1980 with USEPA. Hazardous waste activities at this time included generation and treatment, storage or disposal (TSD).
The Avery Dennison facility consists of one building, which is approximately one acre in size. The site is surrounded by a chain-linked fence and is bordered to the west by Thomas Avenue, to the south by Chemung Street, to the north by industrial properties and to the east by a wooded lot. The site is approximately 1,000 feet west of the Susquehanna River. The interior of the plant is divided into several rooms that are used for storage, machine assembly, and administrative purposes. Contaminants at this Facility
According to EPA and Pennsylvania Department of Environmental Protection files, no spills have been reported at this site. However a concern is lead contamination in the soil around area SB-110 (which is capped).
Institutional and Engineering Controls at this Facility
An engineering control ( a concrete cap) has been installed over the area of SB-110 (for containing lead contaminants in the soil) that has to be maintained and will be enforced by an environmental covenant.
