Cleanup Status
Resource Conservation and Recovery Act (RCRA) Corrective Action activities at the Raymark facility are being conducted as a joint effort of EPA and Pennsylvania Department of Environmental Protection (PADEP), with PADEP taking the lead. The investigation and any necessary clean up activities are being implemented in accordance with 1) the January 25, 2001, Consent Order and Agreement with Phoenix Group (for the Raymark Industries Landfill), 2) the Pennsylvania Land Recycling Program (Act 2) (for other areas at the site), 3) The Pennsylvania Hazardous Sites Cleanup Act (HSCA) program (for the Lower Mill Landfill and Gibbles Quarry, and 4) Federal corrective action authorities (for releases from Solid Waste Management Units (SWMUs)).
Currently, the RCRA Corrective Action (CA) information is summarized in the Final Environmental Indicator Inspection Report dated January 2003. Discussions with PADEP have resulted in a decision to perform further characterization of certain areas at the facility. These areas include: Chromium Treatment Area including underground piping (near new fabrication shop); Bonderizing (metal plating) Area including spill drains (former Area 1); Former Chromium Treatment Sheds (sand filter and sedimentation tanks) and related effluent discharge lines; Former Waste Storage Tank; Former Drum Storage Area; Electrical Transformer Pad; and the Montoursville Stormwater System.
Field activities for the investigation into the areas mentioned above occurred from March 2009, into April 2009. A Limited Phase II Investigation Report was submitted in September 2009, providing data, conclusions, and recommendations from the investigation. The results indicated that there were no human or groundwater exposure pathways of concern from former operations with the exception of a need for further assessment of the indoor air pathway. A meeting was held on-site with a new consultant to discuss the investigation requirements. Sampling of soil vapor to assess the indoor air pathway is expected to begin in the summer of 2010.
EPA's review of available information indicates that there are no unaddressed releases of hazardous waste or hazardous constituents from the Facility . Based on that assessment, EPA's proposed decision in January 2013, is that no further investigation or cleanup is required. EPA has determined that its proposed decision is protective of human health and the environment and that no further corrective action or land use controls are necessary at this time.

The Marathon Carey-McFall facility was sold in 1982 and is now named Logue Industries, Inc. (Logue). The facility is a three-acre parcel consisting of the remainder of the original manufacturing building and a parking lot.
Logue utilizes the facility to fabricate metals and does not currently generate hazardous waste. Historically, the facility was used to manufacture furniture, venetian blinds, and Christmas trees and ornaments. Processes included cold rolling of steel and aluminum and metal finishing.
Contaminants at this Facility
Concentrations of hazardous constituents identified in the soil and soil gas are within EPA’s Regional Screening Level risk range for residential use; and concentrations of hazardous constituents identified in groundwater are all below EPA’s Maximum Contaminant Level national primary drinking water standards. Therefore, there are no risks to human health or the environment for any use at this Facility including residential risk.
