Cleanup Status
Note: The Virginia Department of Environmental Quality (VDEQ) is the lead agency for managing cleanups at this facility.
Hubbell Lighting, Inc., entered into a Facility Lead Agreement (FLA) in September 2006, with EPA Region III to address the necessary Resource Conservation and Recovery Act (RCRA) Corrective Action work at the facility.
On September 24, 2009 VDEQ determined that contamination in groundwater and human exposures risk from contaminants were under control.
A Statement of Basis (SB) was noticed on July 22, 2010, which proposed that no further actions to remediate soil or groundwater were necessary to protect human health and the environment. The EPA issued its Corrective Action Final Decision regarding the Facility on August 26, 2010 stating that Corrective Action was Complete without Controls.

The Hubbell Lighting facility (Hubbell Facility) is located at 2000 Electric Way in Christiansburg, Virginia in a mostly industrial area with some residential properties in the general vicinity. The Hubbell Facility is east of Route 468 and north of Route 460 and Interstate 81 on the east side of Christiansburg. The topography of the site is primarily flat, with the land sloping slightly to the north.
Two large manufacturing building with a combined footprint of 330,000 square feet make up the majority of the Hubbell Facility. Several smaller buildings to the north of the main buildings include the pole shop and the wastewater treatment plant. The Hubbell Facility also includes an accredited National Institute of Standards and Technology photometric lab and thermal and wet location testing facilities.
Electric light poles and electric indoor and outdoor lights are manufactured at the Hubbell Facility. The manufacturing operations performed at the Hubbell Facility include anodizing, spinning and assembly.
The Hubbell Facility is considered a small quantity generator of hazardous waste. Manufacturing operations at the Hubbell Facility use many hazardous chemicals, non-hazardous chemicals and petroleum products. Wastes generated from the manufacturing processes are stored in above ground storage tanks, 55-gallon drums, and carboys prior to treatment and/or disposal, as applicable.

The contaminants of concern at the site were arsenic, thallium, ethylbenzene, chloroform, and bromodichloromethane.
Institutional and Engineering Controls at this Facility
Institutional controls were not required at the site.
