Cleanup Status
Note: The Virginia Department of Environmental Quality (VDEQ) is the lead agency for managing cleanups at this facility.
The investigations and necessary clean-up activities at the facility were implemented in accordance with the conditions and requirements of a 1999 Consent Order issued to the Facility by EPA, a subsequent Facility Lead Agreement (FLA) between the facility and the EPA executed in 2008, and a combined closure/Resource Conservation and Recovery Act (RCRA) Facility Investigation work plan approved by the Virginia Department of Environmental Quality (VDEQ) in 2009.
On July 27, 2012, EPA proposed a determination of “Corrective Action Complete without Controls” in the Statement of Basis (SB). Consistent with public participation provisions under the RCRA, EPA requested comments from the public on the proposed remedy as described in the SB. The commencement of a thirty (30)-day public comment period was announced in the Richmond Voice newspaper on August 8, 2012, and on the EPA Region III website. The public comment period ended on September 7, 2012. EPA received no comments on the proposal. On September 13, 2012, EPA signed the Final Decision and Response to Comments (FDRTC) for the FEC Facility, which is Corrective Action Complete without Controls.

FEC Bioremediation Facility (formerly known as First Energy Corporation) is located at the northeast intersection of 2nd and Maury Streets in Richmond, Virginia. The site is located in a primarily commercial and industrial area on a completely fenced one acre lot. The topography of the site is relatively flat with a slight downgrade toward the southeast.
FEC is a subsidiary of the Parker Oil Company and was founded in 1977. A full service petroleum terminal is operated by FEC east of the site. FEC leased the location to the Environmental Restoration Corporation (ERC) which constructed a pretreatment facility on the site in the 1990's. The facility consists of a 5000 square foot building in the center of the site, a trailer used to store tools and supplies, two concrete containment areas and a gravel covered area.
ERC treated wastewater in tanks using microorganisms to remove contaminants. The treated wastewater was then discharged to the City of Richmond publicly owned treatment works (POTW) sanitary sewer in accordance with a pretreatment permit.
Operational and legal issues arose within the management of ERC resulting in the site being abandoned in 1995, leaving FEC responsible for the cleanup and decommissioning of the facility.
Contaminants at this Facility
Contaminant of concern was arsenic in soil; however, further testing showed arsenic levels below statistical background levels, and clean closure at the Site has been achieved with no further action required.

Institutional controls were not required at the site.
