Cleanup Status
The U.S. Coast Guard Base Support Unit Kodiak (BSU Kodiak) is regulated by EPA under a RCRA permit for storage of hazardous waste, post closure monitoring, maintenance and remediation of three closed hazardous waste landfills, and corrective action at all solid waste management units (SWMUs) facility-wide.
Currently there are 37 known SWMUs. Of these, 23 have been cleaned up, six have remedies being implemented, and the remaining eight are in various stages of investigation, interim measures and remedy selection.
Three Native Alaskan tribes live in the areas surrounding BSU Kodiak: the Sun’aq Tribe of Kodiak, The Tangirnaq Native Village, and the Afognak Tribe.
Women’s Bay and the Buskin River provide habitat for numerous tribal subsistence resources. Protection of tribal subsistence resources in the area is therefore important in development and implementation of cleanup actions at BSU Kodiak and is required in the RCRA permit.

The BSU Kodiak is a 23,000-acre facility located on the northeast coast of Kodiak Island, Alaska. It is located approximately 8 miles south of the city of Kodiak. The BSU Kodiak lies in the valley of the Buskin River and along a narrow shelf of land overlooking St. Paul Harbor and Women’s Bay.
During World War II, the U.S. Navy established a base in this location on Kodiak Island to protect the Gulf of Alaska and serve as an intermediate point between installations at Cold Bay and Sitka. Navy activities on Kodiak Island were phased out in 1972, and the Coast Guard assumed operational responsibility of the property.
Natural vegetation in the area includes alpine tundra, coastal forest, high grass and shrub communities. Wildlife includes the Kodiak brown bear, Sitka black-tailed deer, red fox, river otter, beaver, Dall sheep, rabbits, mountain goats, various small rodents and numerous species of terrestrial birds.
The waters around the BSU Kodiak support numerous species of seabirds and marine mammals and aquatic species. The Buskin River supports large runs of pink, sockeye, chum, and silver salmon, as well as Dolly Varden trout. The river serves as the primary sport and subsistence fishery on Kodiak Island.
Contaminants at this Facility
Major contaminants which have been found at the BSU Kodiak facility include the following:
- Petroleum and petroleum constituents, found at most sites throughout the facility.
- Metals, found at a landfill located near the Buskin River.
- Polychlorinated biphenyls (PCBs), found at two sites located near Women’s Bay.
- Polyfluorinated alkyl substances (PFAS), found at two fire training areas near the airport and being investigated in other areas of the facility.
- Solvents, found at the landfills, including the former laundry site.
- Pesticides, found at one of the landfills.
